Additional Information

The issue is addressed in ArcGIS Pro 3.2.

Workaround

Copy the matplotlibrc from mpl-data to .matplotlib, and it is rewritten to fit the situation.

Upon making the following changes in the matplotlib, the warning message and the character issues with BlockPointCountHistogram are resolved.
