Bug
The Feature Class To Feature Class geoprocessing (GP) tool in ArcGIS Pro does not allow definition query inputs when referencing the tool's user interface (UI) with a parcel fabric created using ArcMap as the input. (This only happens when establishing a folder connection to the file geodatabase.) Connections to the parcel fabric file geodatabase must be made via the Feature Class To Feature Class GP tool.

Workaround
Create a folder connection to the file geodatabase with the parcel fabric before using the geoprocessing tool and connecting to the file geodatabase.
