In ArcGIS Pro 2.8.x, the symbology shape marker does not honor the bold setting of a text in an SVG file.

This issue is addressed in ArcGIS Pro 3.3.Workaround
After applying the symbology for the SVG file, manually change the appearance settings to bold the text:
- In Format Point Symbol, click Layers > Appearance.
- Select Element for the text that is not in bold.
- Select Arial Bold for Font.
