This issue is addressed in ArcGIS Pro 3.2. This is expected in ArcGIS Online, especially in a case with simple polygons. If the data is not complex, everything can be consolidated into a single root tile, and tiles at a higher level of displays (LODs) are derived from it. For flat caches, LOD15 packages are the data needed for rendering LOD16+ tiles in addition to LOD15. This issue is used for dealing with storing minimum or maximum zooms for leaf tiles for indexed caches.Workaround
Add data in the root tile which is visible at a higher zoom.
