As stated in the documentation (https://pro.arcgis.com/en/pro-app/latest/help/mapping/text/offset-line-labels.htm), when using the 'Allow stacked labels to straddle lines' parameter, the label is placed straddling the line when it is not possible to place the label offset to one side of the line feature. It is required for the label to straddle the line feature at all times to use a centered label position and then force the stacking of the label. Set the line label position (https://pro.arcgis.com/en/pro-app/latest/help/mapping/text/select-a-line-label-position.htm), labels (https://pro.arcgis.com/en/pro-app/latest/help/mapping/text/stack-labels.htm) and line spacing value for text symbol to push labels to either side of line feature as needed (https://pro.arcgis.com/en/pro-app/latest/help/mapping/layer-properties/text-symbols.htm).
