The Select By Attribute and Select by Location tools do not have the options for docking on the side panel in ArcGIS Pro 2.6.

The change is made in ArcGIS Pro 2.6 per users' requests which the dialogs like Calculate Field, Calculate Geometry, Select Layer By Attribute/Location, or Add Join open in an immediate window as in ArcMap and run in the main thread, rather than in the Geoprocessing pane using Background Geoprocessing thread. Use the Select Layer By Location, Select Layer By Attribute, Calculate Field, and other tools directly in the Geoprocessing pane for the tools to be docked to the side of ArcGIS Pro rather than floating windows.Workaround
Find an open space in ArcGIS Pro which do not block other currently open content. This is a drawback from previous versions of ArcGIS Pro which provides multiple options to designate a location for the Select By Attributes and Select By Location panes.
