For a mosaic dataset containing coincident rasters, ArcGIS Pro navigation tools identifies all the coincident pixels, but the value of each pixel is the same as the top pixel.

Item Pixel Value is not enabled by default because services or mosaics with many overlapping rasters cause a severe performance hit. Users can check the option to enable it in the layers in ArcGIS Online or ArcGIS Enterprise.Workaround
