This issue is addressed in the ArcGIS Pro Q1 2023, 3.2 release. Black Mountain Rd is now accurately listed as the first candidate returned by a search for 'Black Mountain Rd, San Diego, CA,' and the streets for which Black Mountain Rd is another name for a street are now listed farther down the list.
