3D objects in the local scene cannot be identified using Explore when any transparency value greater than 0% is set.

Workaround

When the transparency value for the entire layer is changed globally (Feature Layer > Effects > Transparency) even to a value of 0.1%, then changing the transparency of individual objects in the layer (Color Properties > Transparency) does not prevent exploring objects with transparency (Explore > Pop-up about the object is displayed).
