ArcGIS Runtime 3.0 was deprecated in March 2022. When a notebook runtime is deprecated, it is not supposed to be used; instead, switch to a newer version. In the June 2024 release, ArcGIS Runtime 4.0 and 5.0 were also removed, which were also deprecated a while ago. https://doc.arcgis.com/en/arcgis-online/reference/available-python-libraries.htmSteps to Reproduce
