Workaround

Manually change the MaxPS for 04025C3900G to a large number by editing the mosaic dataset (editor toolbar > start editing) and set both the Mosaic Operator and ZOrder to prioritize drawing it. Settings may vary depending on the sequence of the source images in the attribute table.
