Starting FME Workbench within ArcGIS Pro 3.5 with Named User licensing returns an FME license failure: FME Workbench 2025.0 - FME license system failure: License dependency check failed. This FME Suite license is dependent on another license which is not available.

Additional Information

This bug is caused by changes to the ArcGIS Enterprise 11.4 Named User license type not requiring an ArcGIS License Manager. This bug affects only ArcGIS Data Interoperability extension users. The root cause has been determined and fixed for the ArcGIS Pro 3.6 release in the fall. The fix will be backported as an ArcGIS Pro 3.5.3 patch release in August.

Workaround

Use an ArcGIS Pro 3.5 Single Use license, Concurrent Use license, or ArcGIS Online Named User license. To use these license types, the extension license must be provisioned and authorized.
