Workaround

The sdedc_dbms.log file can be created by adding the following system environmental variables. Right-click on My Computer > Properties > Advanced System Settings > Environmental Variables > System Variables:set SDESVRLOG=TRUEset SDESVRLOGLOC= D:\dir1\sdedc_dbms_name.logNote: This also may change the sde_setup.log location:When running any SDE setup geoprocessing tools (e.g., Create_Geodatabase or Upgrade_Geodatabase). The log tries to create under the directory specified by %SDESVRLOGLOC% system variable. If %SDESVRLOGLOC% is not set, then will try to create it under the %TEMP% system variable directory location. If %TEMP% is not set then no output is generated. The log file name is always going to be named "sde_setup.log" which cannot be modified/overwrite by SDESVRLOGLOC system variable.
