The download for 'ArcGIS Maps for Office Resources for Portal for ArcGIS 10.2.2 or prior ZIP' is missing the required file: 'vector-tile.js', which must be present here: '\office\4.0.0.358\esri\layers\vector-tile.js'. The file appears to be needed for ArcGIS Maps for Office (EM4O) to work without an internet connection.

Workaround

Copy the 'vector-tile.js' file from the following location in Portal for ArcGIS from: '<portal install path>/framework/jsapi/jsapi/esri/layers/vector-tile.js' to '<Portal_InstallDir>/webapps/docroot/resources/esrimapsforoffice/4.0/office4.0.0.358/esri/layers/vector-tile.js'.
