Additional Information

This issue applies to address locators built with the Create Address Locator tool, which is deprecated in ArcGIS Pro 2.6 and is not addressed. Build a locator with the Create Locator tool (https://pro.arcgis.com/en/pro-app/latest/tool-reference/geocoding/create-locator.htm) using the POI locator role (https://pro.arcgis.com/en/pro-app/2.8/help/data/geocoding/introduction-to-locator-roles.htm#ESRI_SECTION1_CE2B24E7AC144C71B645937363ECBCE5), which replaces the need for the place-name alias table, but it requires a point or polygon feature class of place-names along with the associated address in the attribute table.

Workaround

Go to Address Locator Properties > Place the name alias table > manually specify the ZIP code field after creating an address locator with an alias table. This leads to more accurate results as opposed to changing the 'Match with no zones' setting to Yes.
