A service is published from data stored in an Oracle database with only SDO_Geometry available and no geodatabase or ESRI components. When the map service layer based on the Object ID parameter is queried and an output spatial reference is called, the output spatial reference parameter is not honored and the geometry is returned in the units of the source feature class coordinate system.

Workaround
