Bug

While creating a new geodatabase, running a database server for ArcSDE Workgroup 10.4 does not update the ArcSDE_License in the Windows Registry and returns the following error, "Error creating this geodatabase. The application is not licensed to perform this operation."

Workaround

Update the ArcSDE_License manually with the correct authorization string to create the geodatabase successfully.
