While attempting to create a workgroup geodatabase and the regional settings are set to Turkish, the error message, "Error creating this geodatabase. DBMS table not found" is returned.

Workaround

Use the following workaround:

1. Expand any of the geodatabases already present under the same database server. 
2. Create a new geodatabase.
3. The workgroup geodatabase is successfully created.
