When working with ArcGIS Enterprise 10.9.1 to 11 in tiered deployment systems, referenced services may experience performance delays when published programmatically.

This issue is not reproducible. If experiencing this behavior, contact Esri Support Services as a new reproduction case is needed to continue the investigation.Workaround
- Log in to the target ArcGIS Server machine.
- Edit the windows\system32\drivers\etc\hosts file.
- Add an entry for the Datasource connection info 'server' used in the .aprx document.
- Map the hostname to the loopback adapter 127.0.0.1.
- Save the etc\hosts file.
An example is shown below:
APRX connectionInfo "server" = dev.database.com
etc\hosts file
127.0.0.1 dev.database.com
