The camera view in 3.3+ is actually being rotated to landscape when the device is rotated and the image capture orientation appears back in the landscape form. Note the aspect ratio of the phone remains the same, either 4:3 or 16:9 depending on the default camera aspect ratio (on most iOS and Android phones this is 4:3 which is highest megapixel size). Therefore, turning the device from portrait to landscape has no benefit as the size of the camera view is the same and the photo captured is the same.
The issue therefore is that the buttons on the camera view are not being rotated when the phone is rotated, so they appear to be in portrait mode still making it look like it did not rotate. This is related to the fact that do not support landscape mode on a phone, only on tablets. So this is a known limitation of using a phone device.
Workaround
Switch to selfie mode and then back to the main camera.
