Bug

When the Attribute Assistant add-in is installed with ArcMap 10.3 on a French version of Windows 7, using French language supplement and the Customize mode > Customize > Toolbars > Attribute Assistant causes Desktop scroll bars to flash.

Workaround

If ArcMap runs with English localization, the screen does not flash when the Attribute Assistant toolbar is enabled.
