When opening a new notebook in a cloned Python environment for a local user on a Windows 11 VM, the error message “Notebook not found at the requested URL” is returned.

Workaround

Note that we found a potential workaround of giving full control permissions to the local user over the AppData folder in Program Files and restarting the VM. After connecting to the cloned environment in ArcGIS Pro we were both able to create new notebooks.
