Bug
When installing or upgrading Portal for ArcGIS, the service does not start after the upgrade, and the Portal Java Runtime returns fatal errors if AVX is not enabled on the virtual machine (VM).

The issue is not reproducible in Portal for ArcGIS 10.9.Workaround
Enable AVX on the hypervisor machine(s). This requires a reboot to apply the settings.
- Enable AVX: bcdedit /set xsavedisable 0
- Disable AVX: bcdedit /set xsavedisable 1
