Workaround

• Avoid using layers larger than 1GB in offline maps.
• Using the offline packaging service, create smaller, segmented offline areas of the larger area.
• Create offline areas in the ArcGIS Field Maps field app on a mobile device.
• On the Offline page in the Field Maps Designer, select the 'Device will download and get updates for features only' option in the 'features and attachment delivery' section. This causes the offline area packaging and download to exclude attachments, while allowing attachments to be collected and uploaded.
