The project distance units are not designed to control the field formatting for the Shape_Length field. Instead, use the Number Format column on the shape length field to control the number of decimal places displayed in the table. Right-click the layer in the table of contents and click Data Design > Fields. Then, on the Shape_Length field, configure the number format and set the decimal places to the required rounding precision.
