Workaround

The user must simply ensure that all geocoding rulebase files and .lot file are perfect. Difficult because how the .lot file (locator template) works is almost completely undocumented. Scrub each line character by character to check for possible errors. To edit, compare your custom .lot file with one of ArcGIS's default files and make educated guesses and when in doubt, some trial and error edits. After each single edit to correct the problem, retry to build the new Address Locator. Continue fixing iteratively until it works.
