When ArcGIS Hub sites are created and deleted across different channels (Python Window vs AGOL or VS Code vs AGOL), residual elements are left behind. This inconsistency leads to a failure to recreate the site using the same name or subdomain.

It is not recommended to delete Hub-related items/groups directly from ArcGIS Online (outside the Hub interface), as this has been known to cause unintended consequences to Hub sites in the past. All Hub-related items and groups are delete-protected in ArcGIS Online for this reason. Any management tasks related to Hub sites must be performed from within the Hub Interface. For automation, consider using the arcgis.apps.hub module within ArcGIS API for Python: https://developers.arcgis.com/python/latest/api-reference/arcgis.apps.hub.html.
