Bug

When a service is uploaded as a Web Map Service (WMS) capable in a coordinate system other than WGS 1984, there is a shift in data projection.

Workaround

1) Within ArcMap, use sample data provided, or create a geodatabase with Feature Class Properties XY Coordinate System set to CGRS 1993 Cyprus Local Transverse Mercator.

2) Within the Layers Data Frame Properties, change the Coordinate System to WGS 1984 using Transformation from GCS_CGRS_1993 into GCS_WGS_1984 (WKID 4326) using a suitable method from the drop-down menu.

3) Share as a service to ArcGIS Server, and enable WMS capability in Service Editor, and publish.

4) Check in the REST endpoint that Spatial Reference of the service is 4326.

5) Open a new instance of ArcMap.

6) Add a WMS Server connection to the service.

7) Create a new Map Exchange Document (MXD) file on ArcMap.

8) Insert data from the sample geodatabase.

9) Insert data from WMS connection.

10) A Geographic Coordinate Systems Warning window will pop-up, requiring a transformation to work with the data frame coordinate.

11) In order to transform the data frame geographic coordinate system, click the Transformations button and convert from GCS_WGS_1984 into GCS_CGRS_1993 using a suitable method from the drop-down menu.

12) After transformation, the positions of both layers match exactly, with no shift in data.
