Bug

When a server is federated in Portal for ArcGIS 10.3 and the desktop icon in Windows 2012 is used to access ArcGIS Server Manager, the bar to load Manager is initially seen, but is redirected to the ArcGIS Portal Directory screen with the error, "Invalid redirect_url Error: 400." Clicking the home button redirects to the ArcGIS Web Adaptor screen with the error, "No portal is configured."
