Bug
When a feature class joined with a CSV is published as a dynamic map service, the service needs to be restarted every time to see the edits made in the feature class.

This issue will not be addressed within the current product support cycle. CSV files are not supported by map services when published from ArcGIS Pro. Migrating data to one of the supported data types, such as file geodatabase, enterprise database, and SQLite, before publishing a map service should resolve this issue. Enable archiving on the feature class.
