This issue is not reproducible based on the steps and sample items provided in this defect. If this behavior continues to be observed, reach out to Esri Support Services for further investigation, and identify if this is a defect or expected behavior depending on how the source service is set up.Workaround
Embed web maps and apps containing secure OGC services into ArcGIS Hub sites using the iframe card and their organizational/short-name URL (e.g. https://<shortname>.maps.arcgis.com/apps/dashboards/<itemid>) rather than using the map or app cards.
