Using custom basemaps in Collector for ArcGIS 18.1.0, the Download Area frame does not show in the Add Offline Area window.

This is the expected behavior. Please see the documentation: https://doc.arcgis.com/en/collector/ipad/help/offline-prep.htm#ESRI_SECTION3_EC3D49F86C384EF59EF71088B8D047F2 and refer to the explanation provided in step 3: The initial extent is the default extent of the map. Due to limitations on the number of tiles that can be taken offline, the entire extent cannot be taken offline. A gray mask covers the areas not included in the download. If a mask is not visible, the area on the screen is downloaded.
