Using a basemap with a custom tiling scheme within a Story Map Tour web application causes points added via an address locator to fail to draw and moves manually added points when refreshed.

Esri is focusing the development effort on the current-generation ArcGIS StoryMaps product (https://www.esri.com/en-us/arcgis/products/arcgis-storymaps/overview) and has announced that its classic storytelling templates (https://storymaps-classic.arcgis.com) will gradually be moved to 'extended support' and then 'mature support' over the next few years (https://www.esri.com/arcgis-blog/products/arcgis-storymaps/announcements/updated-classic-story-map-timeline/). For the definition of extended and mature support and the other lifecycle phases of Esri’s products, see Esri’s Product Lifecycle Support Policy (http://downloads2.esri.com/support/TechArticles/Product-Life-Cycle.pdf). ArcGIS StoryMaps is being developed with modern technology and design patterns and the benefit of years of feedback received from the storytelling community about Esri’s classic storytelling templates. Although there are issues and enhancements that will never be implemented in the classic templates themselves, many of these have already been incorporated into ArcGIS StoryMaps or are being considered for future updates to ArcGIS StoryMaps.

Workaround

If using an address locator to add points, save and refresh to ensure points are being placed. Avoid mixing manually placed points with those created using the address locator.

Use the option to upload and host pictures to ArcGIS Online and place all points manually. Alternatively, follow the above workflow.
