Users granted permission on a dataset after the network dataset is created, unable to start an editing session if the Build Service Area Index option on the network is enabled.

Option 1
- Grant the necessary user to Select, Insert, Update, and Delete on the dataset before the creation of the network dataset.
- Create dataset with the Build Service Area Index option.
- Remove and re-add Select, Insert, Update, and Delete on the dataset. (This is due to the user likely running into NIM080146)
Option 2
- Use SQL Server Management Studio to grant Select, Insert, Update, and Delete to the "ND_XXX_FeatureClassName_SAI" table.
