Workaround

1. Install a local copy of the ArcGIS API for JavaScript. Refer to the following link https://developers.arcgis.com for steps to do so.
2. Manually edit the two lines in the index.html at the installed location to point at the local API: <install_location>\Portal\apps\fieldmaps\index.html.
3. Reopen the field maps app and ensure the page loads correctly.
