Unable to snap the last line segment and a line's endpoint in ArcGIS Enterprise Portal 10.9 web map viewer and Web AppBuilder (using the Smart Editor, Edit, and Draw widgets).

Workaround
- Edit the service using ArcGIS Pro. Be sure to add the service to the map from the Portal tab within the Catalog Pane (access the Pane by clicking the View tab within the top ribbon > select Catalog Pane within the Windows section).
- Edit using ArcGIS Online instead (this exact behavior was logged in BUG-000137538 and a fix has been implemented).
