Unable to export data using sdeexport to a ArcSDE 9.1 SP2 GUP3 geodatabase from ArcSDE 9.3 SP1 or 9.3.1.

9.1 is not longer supported, and the suggested workaround is reasonable

Workaround

1) Export the raster dataset from ArcSDE 9.3 sp1 to an older 9.1 Personal Geodatabase and then import this into the ArcSDE 9.1 geodatabase.2) Utilize XML Workspace document to export out and import into ArcSDE 9.1 geodatabase with an ArcGIS 9.2 client.3) Unless the dataset is a raster, you may export out to shapefile and back inot the ArcSDE 9.1 geodatabase
