This issue is not reproducible in Collector for ArcGIS on iOS 19.2.0. By design, during the creation of preplanned offline map areas in ArcGIS Online or ArcGIS Enterprise, Collector for ArcGIS displays the offline area with the word 'Generating...' underneath it, to let the user know this new area is getting created. Once the offline area has finished packaging in ArcGIS Online or ArcGIS Enterprise, the offline area is available for download in Collector for ArcGIS. Per the following ArcGIS Online documentation, https://doc.arcgis.com/en/arcgis-online/manage-data/take-maps-offline.htm#ESRI_SECTION1_8C6055E984D34AF4A25B989DDCAACF87: "When you create a map area, the data in the specified area is bundled into one or more downloadable packages. Feature layers are bundled into SQLite database files (.geodatabase), tile layers into tile packages (.tpk), and vector tile layers into vector tile packages (.vtpk). Package names reflect the names of the layers they contain." It is important to note that in general, when creating preplanned offline areas that the packaging operation generates different types of files that are required in order for Collector for ArcGIS to be able to download it successfully. For example, with a simple web map that includes a single feature service and basemap, when creating a preplanned offline map area it includes a TPK and a SQLite geodatabase file. Therefore, even if the packaging operation is completed, if any of those files are missing, Collector for ArcGIS continues to display 'Generating...' and is not able to download it. At that point, inspect the map area in ArcGIS Online or ArcGIS Enterprise to ensure all the proper files have been packaged successfully. If not, refresh or recreate the package to generate the files again.
