Unable to configure ArcGIS Living Atlas layer to allow for anonymous users to access a web app.

Workaround

Refer to existing documentation Problem: A layer from subscriber content cannot be viewed without logging in to ArcGIS Online when anonymous access is allowed for more information.

Documentation states that "Subscriber content requires an organizational subscription account to access and view, even if the layer is on a web map that is available to anonymous users." However, this is false. As shown in the image, the NAIP layer is configurable and every other subscriber layer tested within that web app setting and anonymous users are then able to access the app without logging in. Although this workaround may work, it does not explain why this applies only to this specific Living Atlas layer.
