The ArcGIS Desktop 10.8.2 General Component Updates Patch 2 corrupts the FlexNet Licensing service that is necessary to access the trusted storage. Since the Software Authorization cannot access the trusted storage, it cannot authorize a license to or from the trusted storage. In that case, ArcMap is not able to start because it cannot access the licenses in the trusted storage due to the corrupt Flexnet Licensing service.Workaround
Uninstall and reinstall ArcGIS Desktop 10.8.2 without installing the General Component Updates Patch 2.2.
