The development team has considered the issue and concluded it will not be addressed. If this is still a concern, contact Esri Support Services.Workaround
- Export the layer to a file geodatabase (FGDB), and add or update the domains in ArcGIS Pro. Republish the layer to ArcGIS Online.
- Update the layer definition through ArcGIS API for Python API using the update_definition() method with the fields containing the domains.
Alternatively, ensure there are no duplicate codes in the list. Remove any duplicate values to enable the 'Save' button.
