Unable to add feature layers shared with organization to the Summary widget (statistic) in an ArcGIS Enterprise site when the sharing of the site is set to organization.

This issue is no longer reproducible after installing the Portal for ArcGIS 10.6.1 Enterprise Sites 2 Patch. Refer to, https://support.esri.com/en/Products/Enterprise/portal-for-arcgis/portal-for-arcgis/10-6-1#downloads?id=7684.

Workaround

Set the sharing settings of both ArcGIS Enterprise site and the feature layer to everyone.
