This is addressed in Map Viewer (ArcGIS Maps SDK for JavaScript 4.x) in ArcGIS Enterprise 11.4. Map Viewer Classic (ArcGIS Maps SDK for JavaScript 3.x) is currently deprecated and it is recommended to use Map Viewer (ArcGIS Maps SDK for JavaScript 4.x) for workflows. Add the map image layer from its URL (add layer from web) and not from the portal contents.
