Timeout failures in ModelBuilder for some larger datasets when using the Delete Rows geoprocessing tool that has an ArcGIS Online hosted feature service as the input.

Workaround

ArcGIS Pro 3.1.3 is planned to be released in August 2023 and has optimized the applyEdits call to mitigate this behavior. This update is to be implemented in version 3.0.6 of ArcGIS Pro.

Alternatively, use the 'Truncate' tool instead of 'Delete Rows', or configure the Delete Rows tool not to delete all data or rows in the feature service so that it can complete before the timeout.
