There is no option to use a Google+ public account as the first user in an organization when log in to activate a purchase.

To activate a new subscription, user must use an ArcGIS account. Google and Facebook accounts are not supported for activation.Workaround
1. Create a new undesired username in the activation process.2. Invite the desired public username to the organization.3. Escalate the desired username's rights to Administrator.4.
