The tolerance parameter is ignored when using the Identify operation using the polyline, envelope, or polygon geometry in ArcGIS Server 10.2.2.

When identifying by the polyline, use the geometry service to buffer the line, and use the returned geometry and a tolerance of '0' in the Identify operation.
