The text in the ArcGIS Pro pop-up pane is blurred in a 14-inch display with an integrated graphics card.

Workaround

The fix for the issue in ArcGIS Pro version 2.8.x involves changing the background drawing mode which is used by pop-ups.

To enable the drawing mode,

1. In the registry editor, navigate to Computer > HKEY_CURRENT_USER > Software > ESRI > ArcGISPro > Settings.

2. Add a DWORD Value registry key: PopupBitmapDrawingMode.

3. Set the value to 1 to use the new drawing mode when viewing pop-ups.

Note: If ArcGIS Pro remains open during the above change, close and reopen the pop-up to see the change.
