The text between the angle brackets (< and >) does not display in the table fields in a pop-up.

The fields element of a pop-up recognizes HTML code within its attributes. In this case, phrases within the < and > symbols will be interpreted as code and since they are not valid code nothing is shown in the resultant pop-up. Use the escape character equivalents instead: < and >.
