The shared ArcGIS Pro version 3.x annotation and dimension layers cannot be displayed in ArcGIS Online because creating the map tile cache fails.

The issue is an incompatibility between the dataset version and the server version currently used in ArcGIS Online. Annotation datasets created or upgraded in ArcGIS Pro 3.x require the ArcGIS Server version 11.0 or later. The ArcGIS Online backend has a server version for tile services, and this version is currently the ArcGIS Server 10.8.1 version. When the ArcGIS Server version changes to 11.0 or later, the upgraded annotation dataset is to be supported for publishing. More informative analyzer messages are to be added to the ArcGIS Pro sharing experience for this case.Workaround
