The Share Project Package button consistently fails, returning the error message, "ERROR 403: You do not have permissions to access this resource or perform this operation., Access to this resource is forbidden, regardless of authorization." when attempting to share a project package containing online resources from a different active portal than the licensing portal.

Could not reproduce this issue.Workaround
Use the Package Project Geoprocessing tool to save a project package to the disk instead, and manually upload the resulting Project Package (ppkx) to ArcGIS Online.
